Sometimes when I'm using Paint, I want to color an area light blue, the menu shows the square of blue, but it comes out green. I can edit it to another shade of blue, but it still comes out green. It doesn't always happen. Why is that? Thanks.

Take a look at the file type. If it's a PNG, chances are you'll have a limited palette, probably restricted to the colors that were used on the original map. Save it as a bitmap, and you should get the whole color range back.
