With what POD could Duan Qirui (http://en.m.wikipedia.org/wiki/Duan_Qirui) unite China--I mean actually unite, as in as politically united as the United States of the same period--as a democratic state by 1920?

Having a real democratic China by 1920 may be tricky, but if you want Qirui to help lead the process, one thing you'll absolutely need to do is stop the deal with the Japanese that led to the May 4 movement...
