WI abolitionist factions before the ACW had captured enough seats to control Congress and then offered the South whatever Tariffs (or mainly, lack thereof) they wanted in return for Emancipation. Would it be likely for the South to agree?

When you put it that way, no, it's not likely at all. For one, there's nobody who can speak for the whole South. For two, you're asking the South to lose a lot of money now (Emancipation) in exchange for losing less money over time in the future. That is not a good bargain. At least not when the people offering it are Northern Abolitionist politicians.
