Some thoughts on an alternate American Civil War, and captured territories.
I don't see the CSA being able to have a total victory in the ACW- The best they can hope for is enough US defeats that a US election produces a peace administration. Even so, US concessions will be rare- West Virginia, for example, will have to be recognized, among many other things.
A thought I had was of Union-captured cities remaining in the Union. For example, the city of New Orleans, an important city for shipping down the Mississippi, still to be an important river route even divided. Let's say that in our alternate ACW, New Orleans is already captured by the US when the Peace Administration comes to power. Is it possible that the Peace Administration may simply keep New Orleans? What would be the affects of a New Orleans that is part of the USA, while the rest of Louisiana is CSA?
