InQTel and others also work on getting subcontractors, SBA will give you grants for starting small weapons companies. I knew a guy who got three of their grants at the time I talked to him, once for antiparticle powered rockets. There are lots of programs and interested groups in the huge US defence industry.
However, be carefull. Historically the US defence industry hates inventors. If you are an entrepreneur and hire inventors you have a chance, but not if you are an inventor.
