Drakan Fleet
The Draka fleet is a product of the recognition by the Draka government that they were land power and as such their fleet suffered. Their fleet is weak compared with the one’s from nations with comparable strength, and as such their strategy was aimed at protecting the oil supply coming from the Middle East. The most modern ships are attached to the Zanzibar based Indian Ocean Fleet while the older ships and the bulk of the torpedo and submarines are assigned to the Atlantic Fleet in Luanda and the Home Fleet in Cape Town. The numbers do not include training ships, support ships or obsolete ships still on the fleet being used as floating batteries in the main ports. Over 120 airships are serving on the fleet supported by four airship tenderships.

Military: Land Forces

War and repression are the raison d'etre of the Domination's state machinery; the Draka exist in a state of either war or serious preparation for same. The War Directorate itself owns a considerable share of the economy, and certainly not less than 20 percent of the total GNP is dedicated to military-related purposes.

There are essentially two Draka armies: the Citizen Force and the Janissaries. The Citizen Force is ultimately descended from the Loyalist volunteer regiments of the American Revolutionary period, and the militia units that conquered and held southern Africa in the late eighteenth century. Other influences included Classical history (notable in the military terminology), various European armies (particularly the Prussian) and native developments.

Training: Citizen children are enrolled in boarding schools eight months of the year from the age of 5. Military training begins almost at once, both physical and psychological. The aims are toughness, hardiness (ruthlessness and indifference to pain are emphasized), independence, leadership and cooperative teamwork.

Robotic obedience is not encouraged; the Draka have always been outnumbered, and cannot afford to bludgeon their enemies to death. After 12, training becomes more specific: marksmanship, field craft, technical subjects, small-unit tactics, wilderness survival, live-firing exercises, etc.

This is different for the Skandistani Citizens. They were in their majority veterans of the wars of their world, but their technology was behind the one the Domination came from. They didn’t need basic military training but more like the know- how to the modern weapons of war. That precluded the creation of more advanced units than infantry ones.

Military service begins at 18 and lasts for four years in peacetime. Since the conscript is already in fine physical condition and more than familiar with the basics, "basic" training is actually more like an advanced specialist's course. Leadership candidates are identified during the first year, and qualification testing screens applicants for NCO rank. All officers are promoted "from the ranks," and then receive advanced training in a number of specialized schools. After the basic four years (longer for officers and NCOs) most Draka undergo two months' reserve service a year; after age 40 most are transferred into second-line formations. At full mobilization, 20 percent of the total Citizen population is under arms.

Most units (the Air Corps and Navy aside) are territorially based, with recruits drawn from a single area. Great efforts are made to keep down personnel turbulence, and the average Draka soldier spends his/her military life with roughly the same group of faces. The basic field formation is the Legion (roughly, a division); Armies and Army Corps are plugged together from these basic building blocks as need and opportunity dictate.

In 1899, there are three types of Citizen Legion: 4 Mounted Rifles, 3 Steam Drag Lancers and 3 Skandistani Infantry. 500,000 Citizen Defense Force and from those 100,000 are part of the Women Auxiliary Corps and 50,000 are part of the Drakian Navy and Air Corps. In that number is also included the 100,000 strong Security Directorate.

At higher levels (e.g., Army Corps), formal rank designation would be "Arch-Strategos"—roughly, Senior General—with a functional qualifier to designate role. Note that each grade would contain junior/senior levels, and also that the Draka concept of rank is rather flexible-ad hoc units under relatively junior commanders can be patched together at need.

At full strength a Legion of the Regular Line will contain roughly 9,200 Citizen personnel, 2,000 women auxiliaries and about 2,000 serf auxiliaries. These are unarmed support troops and fill most of the lower-level noncombatant functions like digging trenches and cooking. Thus, over 75 percent of the Citizen troops in a Legion will actually be carrying rifles or stuffing shells into guns. The percentage of officers is low (about 4.5 percent) and "lead from the front" is an axiom. It is more dangerous to be a company commander than a private. Given the lavish state of their armament and high motivation, a Citizen Force Legion is a devastating opponent; its weakness is its lack of reserves. The Citizen Force is designed as a specialized instrument, an army-crusher, built for short-duration, high-intensity combat.

A mounted rifles legion has most of its infantry teams integrated down to cohort level: four infantry centuries, one support and miscellaneous (medical, signals, etc.). A cohort would be organized roughly as follows: Four lochoi plus support to a tetrarchy. Three of these make a century. Three of these per cohort: total 330 effectives rifles plus 120 auxiliaries. One fire-support tetrarchy, 10 MG-2 guns, 50 effectives. 6 75mm quick fire guns, 6 13.2 AT rifles.

The legion would essentially consist of four cohorts forming a merarchy, two merarchies forming a chiliarchy and two chiliarchies to a Legion, giving a total of approximately, 7,100 infantry and merarchy artillery, 160 MG-2‘s, 72 fire support artillery, 72 AT rifles and 2,000 auxiliaries. A merarchy of heavy artillery guns is also on the Legion order of battle—4.8 inch howitzers and 6 inch howitzers, for a total of about 72 heavy-bombardment weapons and 1,200 artillery men plus 500 serfs for heavy work. There would also be combat engineer, signals, medical, horse stewards, mechanics and other units in proportion, engineers slots covered 900 citizens, the other slots covered by 1,500 auxiliaries both females and serfs. Units larger than the cohort are "plugged together" as needed, but would usually consist of three merarchy-sized combat teams with supporting arms attached.

A merarchy of heavy artillery guns is also on the Legion order of battle—4.8 inch howitzers and 6 inch howitzers, for a total of about 72 heavy-bombardment weapons and 1,200 artillery men plus 500 serfs for heavy work. Also a beserker century is on the order of battle, 330 men armed with machine pistols, grenades and pistols plus the ceremonial battle axes with 120 auxiliaries plus a heavy weapons tetrarchy of MG-2 and flamethrowers. There would also be combat engineer, signals, medical, horse stewards, mechanics and other units in proportion, engineers slots covered 900 citizens, the other slots covered by 1,500 auxiliaries both females and serfs. Units larger than the cohort are "plugged together" as needed, but would usually consist of three merarchy-sized combat teams with supporting arms attached.

A lancer legion has most of its infantry/steam cars teams integrated down to cohort level: one steam car century, four infantry, one support and miscellaneous (medical, signals, etc.). It would be organized roughly as follows: Two three-steam car lochoi plus a command steam car to a tetrarchy. Three of these make a tank century. Two of these per cohort: total 42 steam cars, 200 effectives plus 50 auxiliaries. The steam cars are Panthers, 37mm auto guns on a turret with 4x4 capabilities and armored to resist up to 20mm artillery, crew of 5.

The legion would essentially consist of six of these cohorts, giving a total of approximately 260 steam armored cars, 3,700 infantry (including steam drags drivers and gunners), the reconnaissance cohorts (men mounted in motorcycles and armed with machine pistols), and a merarchy of heavy guns—4.8 inch howitzers and 6 inch howitzers, for a total of about 72 heavy-bombardment weapons and 1,200 artillery men plus 500 serfs for heavy work. There would also be combat engineer, signals, medical and other units in proportion.

Independent chiliarchoi of 20 Land Leviathans also exist, to increase the flexibility of an Army or Army Corps commander. The total number is 900 men plus 300 support personnel per unit. Total of units available was six in 1899.

The infantry squad of the Drakan army of 1899 was equipped with a mixture of R-4‘s and machine-pistols; subsidiary weapons included rifle grenades, hand grenades (stick and "egg" types), flamethrowers, heavier water-cooled machine guns, and light mortars. They wear a khaki uniform with flak jackets and coal shuttle helmets.

The Security Directorate has one legion organized and fielded like a mounted rifles legion and used in cases of extreme emergencies. While wearing the regular uniform in combat for the performance of their duties they wear gray uniforms. The normal unit of the Directorate is the merarchy, organized like the Citizen force unit but with a more liberal use of machine pistols due to the nature of their work. They also are in charge of the first generation steam-cars used for city security. This units in most cases are divided in tetrachies, with unit in cities being called centuries don’t matter the size of the unit. Total number of steam cars under Directorate control about 800 in all the Domination.

Training cohorts are maintained for each legion, but in emergencies, individual "fillers" may end up in units outside their cantonal recruiting areas. A notable feature of the Citizen Force is the attitude toward "discipline." In most armies, there is an analogy between social and military rank—the officer as gentry, the enlisted personnel as peasants; not least in the American Army (in both timelines). The Draka have no such tradition. Every private is an aristocrat, and military rank is regarded as equivalent to a medical degree—a technical qualification worthy of respect, but no trace of social awe. "Creative disobedience" is an honored tradition, and approved provided it works. Certain aspects of discipline—march and fire discipline, for example—are excellent, and the long training in teamwork provided by the Draka educational system makes for intelligent cooperation in the field. (Peer pressure tends to restrain barrack-room lawyers and congenital screw-ups, said pressure manifesting itself as anything from mockery to a grenade rolled under the bunk.) Formal military ritual is sparse everywhere and nonexistent in the field. Looting and rape, so long as they do not interfere with the mission, are officially recognized prerogatives of troops on foreign soil. Draka armies are notoriously atrocity-prone and utterly intolerant of attempts to restrain them in these matters.

The weaknesses of the Citizen Force are made up by the Janissary Corps. 1,000,000 Janissaires divided in 80 Legions. All of them organized as infantry with Draka officers and second class citizens officers and senior NCO‘s. Well organized and also trained in "Boer Tactics." This is the serf army, commanded by Citizen Force officers and senior NCOs. Janissary legions are "assault rifles"—pure infantry. Training and discipline in the Janissary forces are much more conventional and routinized than the Citizen Force, aimed at producing unthinking obedience. About two thirds of the Domination's riflemen are Janissaries. Recruitment is by levy on private serf owners and the Combines. Given the privileges of even the lowliest Janissary private, volunteers are never lacking. After serving for twenty years, they are given second class citizenship, still under Draka citizens but not liable to serfs laws and capable of marriage and owning their own serfs. A tattoo on their foreheads indicates their status as second class to make easier for citizens to recognize them. The Janissaries are also extensively used for internal-security work in time of peace. The Janissary Legions are organized like Citizen’s Legion except the place of women auxiliaries taken by serfs and artillery manned by citizens. But less serfs are used for menial labors in this units, making possible to raise the numbers of riflemen in a Legion to 9100 men.


The Air Corps consist of 160 airships, divided between bombers, troop transports and gunships.

All services are united under the Supreme General Staff. In practice, this means the Army dominates, since the Draka are a continental power. Draka tactics and strategy both emphasize the indirect approach—overwhelming an opponent with movement and firepower rather than head-on battering.

ignore the US flag, Canada is going with a US design. but putting larger high powered quad expansion oil fired steam Engines in her, boosting her speed to 28 Knots, so they can scout ahead/around the Dreadnoughts.

Canada plans to build 12 of these over the next eight years, The Royal Class they will be named for British Monarchs, The First will be the Victoria, the second the Alexander.

Concept/Program: The first US dreadnoughts, and by design the first all-big-gun ships in the world. However, they were directly developed from the predreadnought designs, and were quite conservative in many areas; as a result, they were not as effective or satisfactory as other nations' first-generation dreadnoughts. During WWI they served with the predreadnoughts in secondary roles.
Design: This class was constrained by a 16,000 ton displacement limit imposed by Congress; this resulted in compromises that made the ships less effective. The initial design for this class was developed from the previous predreadnought designs, and featured the same pair of dual 12"/45cal turrets, fore and aft, that had been carried by the previous predreadnought class. The design also included four single 12"/45cal turrets, replacing the four dual 8" turrets of the predreadnoughts' intermediate batteries. However, this arrangement was found to be structurally impractical, so the additional four 12"/45cal guns were relocated into two dual turrets on the centerline, fore and aft, superimposed above the other pair of turrets. As a result, these were the first ships with superimposed main gun turrets, and the first dreadnoughts with all-centerline main gun turrets, although the safety and effectiveness of the superimposed arrangement was not proven until well after construction had started.
As part of the shift to all-big-gun armament, the 7" secondary battery of the previous class was eliminated. The 3" battery mounted in previous classes was retained, but was housed in a main-deck casemate - a much higher, drier and more useful location than the second-deck casemate of the previous (and following) classes.
This class retained the VTE engines fitted in previous classes, and as a result they were relatively slow for their day.

Concept/Program: An all-new battleship design, and the first US design to truly match the standard set by European designs. Compared to the previous class they had an additional main turret and considerably higher speed, but several aspects of the design were less than satisfactory.
Design: The design featured five main turrets, all on the centerline. Due to the machinery and turret arrangement, steam lines passed directly around the magazines of #3 turret, and that magazine could not be kept cool enough. One of the ships had conventional VTE engines; the other turbines, as a competitive trial. Unfortunately, the turbines resulted in poor cruising range; this was particularly a problem for operations in the Pacific. The secondary battery was much heavier than in the previous class, but was located on the second deck, where it was useless in anything short of calm seas; the forward-most guns were washed out by the bow wave at any speed. Additionally, the secondary battery was entirely unprotected. As in the previous class, they were designed with pole masts but changed to cages during construction. This class also attempted to eliminate permanent bridgework in favor of a large armored conning tower suited to peacetime use; this effort was not a success.

Persian Army 1899

The total size of the Persian Army in 1899 was about 500,000 men plus 75,000 cavalrymen. This force drew heavily from the teachings of the British instructors and before from the teaching from the Austrian mission.

The Division was the largest tactical unit of the Persian Army and was organized following the teachings of the British military mission. The Regular army consisted of 22 divisions that could grow by calling the reserves to 35 divisions. A division consisted of a Headquarters, 3 infantry brigades and divisional troops of various sorts. In all it was composed of about 18,000 men and 5,000 horses or camels.

The composition of the Division was the Divisional Headquarters, three infantry brigades that totaled 13,000 men and 750 horses or camels plus 48 MG-1 rapid fire guns and 18 75mm infantry guns, divisional artillery than consisted of 18 75mm guns, 18 4.5 inch guns and 4 six inch guns plus 1,500 men and 2,000 horses or camels, an Engineer divisional detachment of 500 men and 100 horses or camels, plus the transport, medical and veterinary units that have the rest of the manpower and pack animals on their organization.

The Persian soldier was well trained; armed with the Draka service rifle, the R-4, and using also a khaki uniform and coal shuttle helmet they seemed like a copy of their suppliers the Draka. But the lack of flak jackets and their flair to use colors to denote units separate them from the model they are copying in their appearance.

The cavalry was organized as divisions but in operated in the basis of brigades in most cases. The total number of cavalry divisions on 1899 was 7 cavalry divisions, with one of them under strength. The divisions were composed of 11,000 men each and about 13,000 horses or camels. The composition was the Divisional headquarters, four cavalry brigades that totaled close to 9,000 men and over 10,000 horses or camels plus 16 MG-1 rapid fire guns, divisional artillery divided in one battery per brigade consisting of 4 75mm guns per brigade for a total of 16 guns, 500 men and 1,000 horses, plus engineer, medical, transport and veterinary units that made up the rest of the manpower and pack animals.

Other units were part of the Persian army order of battle. The Service Corps was on charge of the delivery and organization of supplies, the Engineers were organized in independent companies tasked with different missions like tunneling, railroad repair and bridging, the armored cars squadrons that consisted of 7 such units composed of three sections of 4 first generation Draka steam cars plus one steam drag per section. These units were crewed heavily by native Persians and Jew emigrants from Palestine due to their higher technological level compared to the bulk of the army that was being recruited from areas that only 13 years before were in the technological level of the 1400’s. Also in the order of battle was the Camel Corps. Heavily recruited from the Bedouins and natives of the desert areas the unit was organized like a regular cavalry brigade but using camels in place of horses. 3 such brigades were on service by 1899.

There are also 10-20 small torpedo boats (26 knots, 6 crewmen, 2 tlt and 1 MG) in each of the major naval bases. The Austral navy does not trust in them very much, they prefere the destroyer class better.

There are 10 patrol ships in the Amazon and 5 in the Parana. Each of them can carry up to 50 marines and are armed with 4 MGs and one 57mm gun (speed 7 knots).

How are these ships able to carry 8x10.23 in Gun's at this displacement are they in turrets or what . If they are how can carry them . Also if they fired them they would roll really Bad . And they were armed with 8x21cmL/20 Krupp BL Guns were centre Battery ships .And there were only three of that class .

Each Marine Regiment is a self contained unit, with it's own organic light artillery and supply units. Each man is expected to fight, every Marine is a rifleman after all. Marines provide a strong garrison in China.

You have bigger dreadnoughts, better submarines, more destroyers, better airships, better tanks than anybody. It is funnier if there are cracks in the armor.

I would like to listen... er read... to what the rest of ASBs think about this. No offense perdedor99, it is just I think you have a extremely powerful navy, considering you made your bigger efforts on your army.

Persian Army 1899

The total size of the Persian Army in 1899 was about 500,000 men plus 75,000 cavalrymen. This force drew heavily from the teachings of the British instructors and before from the teaching from the Austrian mission.

The Division was the largest tactical unit of the Persian Army and was organized following the teachings of the British military mission. The Regular army consisted of 22 divisions that could grow by calling the reserves to 35 divisions. A division consisted of a Headquarters, 3 infantry brigades and divisional troops of various sorts. In all it was composed of about 18,000 men and 5,000 horses or camels.

The composition of the Division was the Divisional Headquarters, three infantry brigades that totaled 13,000 men and 750 horses or camels plus 48 MG-1 rapid fire guns and 18 75mm infantry guns, divisional artillery than consisted of 18 75mm guns, 18 4.5 inch guns and 4 six inch guns plus 1,500 men and 2,000 horses or camels, an Engineer divisional detachment of 500 men and 100 horses or camels, plus the transport, medical and veterinary units that have the rest of the manpower and pack animals on their organization.

The Persian soldier was well trained; armed with the Draka service rifle, the R-4, and using also a khaki uniform and coal shuttle helmet they seemed like a copy of their suppliers the Draka. But the lack of flak jackets and their flair to use colors to denote units separate them from the model they are copying in their appearance.

The cavalry was organized as divisions but in operated in the basis of brigades in most cases. The total number of cavalry divisions on 1899 was 7 cavalry divisions, with one of them under strength. The divisions were composed of 11,000 men each and about 13,000 horses or camels. The composition was the Divisional headquarters, four cavalry brigades that totaled close to 9,000 men and over 10,000 horses or camels plus 16 MG-1 rapid fire guns, divisional artillery divided in one battery per brigade consisting of 4 75mm guns per brigade for a total of 16 guns, 500 men and 1,000 horses, plus engineer, medical, transport and veterinary units that made up the rest of the manpower and pack animals.

Other units were part of the Persian army order of battle. The Service Corps was on charge of the delivery and organization of supplies, the Engineers were organized in independent companies tasked with different missions like tunneling, railroad repair and bridging, the armored cars squadrons that consisted of 7 such units composed of three sections of 4 first generation Draka steam cars plus one steam drag per section. These units were crewed heavily by native Persians and Jew emigrants from Palestine due to their higher technological level compared to the bulk of the army that was being recruited from areas that only 13 years before were in the technological level of the 1400’s. Also in the order of battle was the Camel Corps. Heavily recruited from the Bedouins and natives of the desert areas the unit was organized like a regular cavalry brigade but using camels in place of horses. 3 such brigades were on service by 1899.

i agree with condo, there are too many submarines. they are also more modern that they should be. as you have focussed on your army you should have coastal battleships, some cruisers and a few coastal submarines. duquense said once that ot design a fleet you have to think first for what you need it. you do not have overseas posesions, ?why do you need so many submarines and 16 inches guns in enormous battleships?

I think you have exaggerated a bit:

My submarines are more modern that 1899 level (it's my only license) and they are much slower!! The Platense fleet has longer submarine fleet, they have concentrated on it.

The Austral Confederation relies on her fleet for the defense, the Drakans have concentrated on their army... and you could wipe out my fleet without any effort! You have bigger dreadnoughts, better submarines, more destroyers, better airships, better tanks than anybody. It is funnier if there are cracks in the armor.

Also the ships are to maximum tech allowed, 1910. It seems you missed that little bit of info and posted ships with lower tech?

The range of the subs is minuscule. theyare coastal subs. their mission is to attack any invasion fleet and they operate close to the coast.
