No. Just no.
Any hope for a multiethnic state in that area of the Levant would have to NOT have any of the symbols favoring one side over the other. Odds are the flag would just end up being a boring tricolor.

I did something similar. But the fact that the Star of David is red in mine both fits better with the color scheme and fits with the general motifs of socialist/communist states (as any realistic one-state solution republic historically would have been)

I think lebanon is a good flag guide for tensely divided small middle eastern states. It's got a tree, because that was the only non-sectarian symbol people could think of that said "lebanon".
I think, if nothing else, the mandate flag would be kept/slightly alterted, or maybe a neutral field with the shape of the country in the middle (a la the united korea flag).

And what would the non-sectarian symbol for those regions in the Southern Levant be? (Israel & Palestine are sectarian names these days, Holy Land also means something to Christians...)

Velixology is not heraldry. There are no rules for "tinctures".

What about Edom?
Then build a canal to the Red Sea! At least it'll make the Dead Sea more bearable.

I'd always been partial to "The Levantine Confederation" for the name of such a state, though I've also toyed with "The Israeli-Palestinian Commonwealth" as well. I've never been able to figure out a good flag for a combined state. I've only been able to figure out a combination design similar to the OP.

The first problem is what kind of country are we talking about?
A union like the US were Israel and Palestine are 2 "states" in a union or simply the Palestinians given the right of return?
if the latter then the current Israeli flag will be kept until enough arab Knesset members are elected and enough political pressure has been applied, at which point they will do what Israel did back in its formation to decide the flag, make a contest where everyone can send their flag suggestion and the winner is decided by a vote where every citizen can vote.
At that point the question is how many want to keep the Israeli current flag or pick a new 1. As long as there is a majority who want the current flag to remain, it will remain until a majority can agree on a different flag.
EDIT: Same goes for the name "Israel". there has to be a majority to change it, even if there is a political union.

Maybe just a bicolor/some incorporation of both national colors with an outline of geographic mandate palestine. Maybe a blue-white-green tricolor with a black outline of palestine in the middle bar? Would be ugly as hell, but a compromise.
Either that, or go totally neutral; check out the flag of bosnia-herzigovina as well for more "safe" ideas. As for neutral symbols....There really isn't a convenient flag-ready symbol. Jerusalem, yes, but how to depict it? Cave of the patriarchs? There is a common abrahamic legacy, it just doesn't have nice landmarks.
Note that the British mandate flag had the Union Flag in one corner and then just a white circle that said "palestine".
