So....
How would the UFP fare against the enemies of the Doctor, partucullary the Daleks and Cybermen ?
And how would the Warlike Klingon's & Romulans react if their ships went head to head with a Dalek Warcraft ?

The Dr Whoverse is pretty crap as a actual sci fi universe.
Too inconsistant, and with all that technology rising and falling all the time...
Daleks would kick the arse of anyone in star trek.
Cybermen...Meh see the borg. They would loose as they did in the whoverse.

Hard to say really - hard to see if the two sets of technologies even overlap. E.g. what is the power of Dalek etc weapons versus Federation shields?

Have you seen "Dalek"? If you have you know that one Dalek can withstand falling from orbit and that one of them can take out many heavily armed security personel. Against borg they would be effectice, the borg are not resistant to Kinetic Energy weapons (Bullets, punches, swords, exc) and the Daleks A, have them (machine guns) and B, are smart enough to use them when they are useful.

The Daleks would take over the Borg Collective, as they are also cybernetic organisms.

A dalek could sit there and let the borg attempt to assimilate it- the minute borgy boy touches them they turn to ash.
Star Trek vs. Who is like Star Trek vs. Star Wars. The latter is on a far bigger scale.

Personally I think the Daleks would conquer the UFP , the Romulans and the Klingons.

Sorry, I could not resist...
Alas, too much depends on the technology. Remember the 'Heavy Weapons' Dalek ?? I don't recall any comparable portable ST weapons. Nearest I can offer was the 'semi-portable' unit deployed in that 'pilot' film recycled as the flash-back / green girl / Spock 'mutinies' / TOS dual episode...
Then there's the *precise* characteristics of the Daleks' casing. There were hints that 'Dalekonium' was a 'molecularly ordered' material, implying nano-technology. Even Borg might be disconcerted by Daleks who shrug off weapon-fire, bull their way through personal shields and deliver a sucker-punch...
IMHO, we should leave the Borg for later: If so, ST_verse vs Who_verse becomes more like either BattlestarG than the StarWars Franchise(TM).
I reckon the Federation and its friends / allies / foes have an *interesting* fight on their hands. IIRC, many of the Who_monsters only faced UNIT's 'three rounds, rapid', so would be well matched by ST_verse tech. Daleks, Cybermen and their ilk would fit right in. There's enough factions who'd see the alien technology as *useful* for the usual politics, back-stabbing and betrayals to flourish...
Also, I don't think we need worry about time-travel: There was so much in TOS, that DS9 made a joke of it. Besides, winning wipes the paradoxes...
Sounds like fun !!
