We have been taken from our versions of Earth and put together in another version. An incomplete one where a port of human kind lives in conditions long time forgotten.

"We have been called by God himself to create a better world where the advantages of civilization will be available to everyone and where the word of God may be finally spread to every corner of the Earth.

"Our corner is China. The Kingdom of Spanish Philippines threw the first stone to bring civilization and Evangelion to this great nation. We opened the door, defeated the Emperor Yaounle, representative of the ancient order and brought civilization to China. But we are not alone on this task. The great and christian nations of Russia and England have come with us and many others have followed Karelia, Canada and the United States.

"I took the sceptre and the crown of Emperor Yaounle as an administrator of this territory. We are here to determine orderly what tasks will be accomplished by each nation."

Kaarlo Zinjiang, deputy secretary of Foreign Affairs for Karelian Cathay, began his speech.

"We appreciate the honorable Emperor Carlos for inviting us to this conference. We in Zhanjiang too have an interest in recivilization. It is the Christian duty and indeed, as many in China are not Christian, the duty of Humanity, to help the impoverished, which we are doing in the territories we have gained rule over in Hainan.
However, we realize that the good Emperor Carlos has a daunting job ahead of him. The rural areas of China shall require the hardest work, and if we have seen the maps correctly, much of these fall within Carlos's realm. We in Zhanjiang wish to aid the great Emperor and all others who wish to bring the light of civilization to the Chinese, brought from the past, and so we propose the creation of a Organization for Chinese Development among us, to coordinate our work to bring the Middle Kingdom back into the modern era."

Alexej Basinovitch, the Russian Ambassador to Mongolia (in Russias TL they ruled most of China), began his speech.

"It is good to see that there are also other nations who see the desperate situation. The Empire of All Russias wants to thank all those who are willing to liberate the Mongolian and Chinese people from the rude and cruel Warlords oppressing them. We also want to congratulate the New Emperor Carlos of China and offer our help if needed. [...]
We are all here to make the best decisions for the People of China and we hope this will be a success on all levels [...]"

The Representatives of Emperor Carlos I of China recognizes and deems valuable the presence of the Europeans in China. We would suggest that the current claims be recognized and formalized and that the remainder of China not yet in contact with the civilizing forces of the Emperor Carlos I still be recognized as under his rule as the Rightful Emperor of China.
