I was trying to see what would be the earliest plausible adoption of a system like the 1921 national origins quota act, designed to cut down on immigration overall and shape the remainder to favor certain more established sub-groups of whites (IE english over Italians).
It takes some work to get it real early. Interestingly the Know-nothing party of the 1850s actually did not propose restricting immigration to the United States, what they proposed was slowing down naturalization (14 years instead of 5) and limiting the offices that foreign-born persons could hold.
