A 1942 Vision of the Future

I found this map on the interweb a while back. It depicts the postwar world America should aim its foreign policy towards achieving, in 1942. The original map is probably illegible at this magnification so I'll post a version I've created on the standard map too.

Here is the version I've made. What PODs would be required to get this world by say 1960?

Blue = USA
Red = British Commonwealth of Nations
Pale red = USSR
Pale blue = Turkey
Green = Neutral bloc
Lime = Japan
Dark browny grey = (can't make out what it says on the map, but effectively 'European Union')
Purple = United Republics of Africa :D
Orange = United States of South America
Beige = United Arab Republics
Teal = United Republics of India
Yellow = United Republics of China.

In addition to what I've noted, the USA also controls most of the Pacific and Atlantic islands as you can see on the original map.

Holy crap! Look at the USSR!

Anyway, I've noticed that America's goals for itself in the future seem to sync up nicely with all those old "Manifest Destiny" ideas from the 19th century.

Personally, I doubt that the Brits/Americans would let the Soviets get that much of Europe and the Middle East. After all, "If the Soviets are on the French border, what's to stop them from making a dash to the Atlantic?"

Remember the USSR only looks that big because it's a Mercator projection. Personally I'd rather say "Look at the USA! :eek: " At least Dave Howery will be happy. :D

I'm guessing at this point they thought the planned Allied landings would come too late to save anything other than what is marked. Note that this, quite understandably given that it was written in the thick of the Japanese war, has America more focused on stopping Communism in the Far East than in Europe.

A classic victory for uniters, big powers, and federalizers with no room for Wilsonian "national self determination" - I like it. A USA covering all of North America; a USSR getting its warm water access in Iran and domination of eastern Europe; a united, French-dominated western Europe, a rump British Commonwealth; Germany excluded from western Europe and dominated by the USSR, Japan survives, barely, and somehow South America and Africa are united as large independent confederations, with a few small neutrals thrown in for variety!

This is a victory for the USA and USSR


Thande, on the origional map can you read the explanatory legend at the bottom? I'd like to know how the author figured all this could happen.

The map seems somewhat to reflect a world in which the USA and USSR were much closer aligned than in OTL - perhaps the FDR administration was more influenced by the more-communist and anti-"old Europe" members of New Deal coalition? Clearly the USA had no objection to the USSR taking Finland, central Europe, and Iran regardless of any possible theat to its less valuable British allies. I would not be surprised if the "mini-EU" developed as a leftist, neutralist, soviet-leaning entity after the defeat of fascist regimes in France, Italy, and Iberia - perhaps by leftist revolutionaries after the destruction of Germany by the USSR. The Scandinavian union is probably more independent. Britain is royally screwed, which suggests the author has no love or respect for the aims of the Churchill government. Fascist Germany is completly destroyed as an independent power, which also seems to be something people like Morgenthau, Wallace, and Stalin could all agree on. The complete elimination of the European colonial empires in Africa (even South Africa doesn't go to the British commonwealth!) and the union of south America also seems something that would appeal to two major leftist powers essentially dividing the world among themselves and helping formerly downtroddent third-worlders develop local socialist workers paradises. The USA and China defeated Japan, with the USA taking over just about every Pacific Island and China conquering indochina. One presumes the Kuomintang (sp?) is still in charge of China, but a Maoist victory is not out of the question. Taiwan, interestingly, is not shown as Chinese. I guess the USA took it, huh? Perhaps turkey has remained independent because it entered the war as an ally earlier - or the posession of the dardanelles by a non-aligned power seemed like a good compomise. It also appears that the Jews get all of the territory initially planned for them in the Balfour Declaration (palestine and transjordan).

I can't read the explanations, just the keys for the major colours and some of the labels of the supercountries. I'm guessing this was the product of a think tank rather than an actual policy team.

At first I was annoyed that Britain is stripped of most of its empire, but then I compared it with OTL when we were basically stripped of ALL of our empire... :o One thing I don't understand is that we get given some colonies of other people, like Madagascar and the Dutch East Indies.

Evidently the Americans' priority seems to have been to rule the seas unchallenged...

I've just found out some more information on the map. It was created by Maurice Gomberg in Philadelphia, 1941 (my information was wrong - it was BEFORE Pearl Harbour) and has references to FDR's speeches on it. Here's some explanatory text I found on a website:

About The New World Order Map:

This map was discovered by Helen Somers in a window in Philadelphia during World War II. It was completed in October 1941, before Pearl Harbor, was printed in bright colors by a cartographer named Maurice Gomberg in Philadelphia in 1942, and was displayed in his store window. Helen Somers immediately recognized the significance of the map and purchased several. At least a few original copies are still in existence, including one in the Library of Congress in Washington, DC.

The original source of the plan that is described in detail on the map is not given. However, an examination of numerous documents of the period relating to the new world order indicate that the source must have been individuals related to the Carnegie Endowment for International Peace and/or the U.S. State Department.

The bottom of the map contains a detailed explanation of the U.S. policy for the New World Order. Some of the points of this policy are as follows:

A new world order for permanent peace and freedom will be established at the end of the War.

The U.S.A. must, altruistically, assume the leadership of the newly established world order.

The U.S.A., Britain, and the U.S.S.R. will undertake to guarantee peace to the nations, which will be permanently disarmed and demilitarized.

The U.S.A. will become invincible as a military, naval, and air power.

The U.S.S.R. will acquire the republics of Eastern Europe after the War.

There will be a demilitarized, federated United States of Europe.

Canada, Mexico, Central America, and the Caribbean islands will be incorporated into the United States of America.

The land of the ancient Hebrews, known as Palestine and Trans-Jordan, will be united as a demilitarized republic called Hebrewland.

All natural resouces will be nationalized and distributed to all nations.

Banking, investments, railroads, and power plants will be nationalized everywhere.

A world common monetary system will be established.

The unified "Supreme War Council of the United Nations" will be reorganized and transformed into a "Supreme Military and Economic Council" to assist in reconstruction and to enforce world peace.

The dimensions: of the map are nearly 36 inches by 25 inches.

The New World Order Moral Map
Many of you reading this article may already know that President Nixon, on March 27, 1969, through the Government Reorganization Act divided the United States into 10 Regions. To further implement this Regional Governance over the U.S.A., President Nixon signed Executive Order 11647 and entered it in the Federal Register February 12, 1972. (Vol. 37, No.30) Through the authority vested in him as President of the United States, President Nixon established a Federal Regional Council for each of the 10 standard regions. It stated that, the President shall designate one member of each Council as Chairman of the Council and such Chairman shall serve at the pleasure of the President. The fact that State borders have been destroyed to create 10 REGIONS instead of 50 Union States is something your government doesn't want you to know.

There is no constitutional jurisdiction for the federal government to legislate for a municipal government in a Union State. The usurpation of state jurisdiction can only be achieved by conspiracy and fraud on the part of our duly elected public servants. It stands to reason that if there is no constitutional jurisdiction for the federal government to legislate for a municipal government in a Union state, there is also no jurisdiction for a federal bureaucracy to legislate for a municipal government in a Union state. As example: the EPA, the DEA, the IRS and the FBI, etc., have no Constitutional authority to legislate in a Union State These are agencies of the Federal government, having jurisdiction only on federal territory. This is something your government doesn't want you to know.

Demeaning the authority of elected officials and replacement of these officials by appointed Federal "administrators" is a clear and present danger to representative government posed by Federal Regional Government. Outlawed by the Supreme Court decision of January 13, 1982 (Case #80-1350, "Community Communications Co, Inc v City of Boulder, CO) the ten regional capitols were dismantled by President Reagan's Executive Order #12407 on February 22, 1983.

However, grant making agencies of the ten Federal Regions remain in place assuring continuity of control over all Americans and their elected representatives by the central government.

Federal grants to state government are the fuel which make the Regional engines "go." The individual Union States are blackmailed, through the withholding of federal funds, if federal legislation is not enacted into State law, thereby opening the door to a power base for the silent revolution of FEDERAL REGIONALISM.

There is a clear pattern of uniformity in all laws passed. On the state level, all fifty legislatures appear to become simultaneously concerned about solving a particular problem in an identical fashion. On the local level, the same thing happens in thousands of City Halls and County Seats. This strange coincidence is never publicized by the press, thereby it is rarely questioned by the public. Unknown to most of the public, all our laws are written by the Uniform Commission on State Law, also known as the Advisory Commission on Intergovernmental Relations.

But.....what about the possibility of WORLD REGIONALISM?

On Sunday November 27,1938 The London Observer covered a speech by Lord Lothian, the wartime British Ambassador to the United States.

The speech was titled "Wings Over History, A New Civilization." In his speech he stated.... "the anarchy of multitudinous national sovereignties is about to dissolve."

The "NEW WORLD MORAL MAP" was printed in Philadelphia in 1942, by Maurice Gomberg, 3 years before the end of WWII, and just before the adoption of the United Nations Charter by the United States. It outlines new "world regions." Canada, the United States, and Mexico become the new "United States." The Southern hemisphere as we now know it is outlined and imprinted as the "United States of South America." As if there was no doubt as to who would be the victors in the war, a thick line is placed around Japan, Italy and Germany with the word "quarantined" printed on them.

The country now known as Israel is heavily outlined and titled "Hebrewland." It nestles securely on the continent labeled as "The Arabian Federated Republics." The individual African countries are joined as the "Union of African Republics." The entire face of the world as we know it is transformed. There's a legend printed on the bottom of the map. To wit:

OUR POLICY SHALL BE THIS:

1. We, the U.S.A., in cooperation with our allies, for reasons of our national safety and in the interests of international morality, are determined to crush and completely destroy the military power of the Axis aggressors, and their satellites regardless of cost, effort and time necessary to accomplish this task.

2. The old world order of colonial oppression, exploitation of dominions, rival imperialism and mercenary balance of power diplomacy; of majesties, dictators, privileged minorities, plutocratic monopolists and similar social parasites; the corrupted order responsible for the present world cataclysm, endangering our national safety and peaceful process, shall never rise again.

3. A New World Moral Order for permanent peace and freedom shall be established at the successful conclusion of the present war.

4. For reasons of history, economic structure, favorable geography and the welfare of mankind, the U.S.A. must, altruistically, assume the leadership of the newly established, democratic world order.

5. To reduce the burden and criminal waste of armaments expenditures everywhere in the world, the U.S.A., with the cooperation of Latin-America, the British Commonwealth of Nations, and the U.S.S.R. shall undertake to guarantee peace to the nations which will be permanently disarmed and demilitarized after the conclusion of the present war.

6. In order to be able, in the fulfillment of our obligations, to effectively prevent the possibility of a recurrence of another world cataclysm, the invincibility of the U.S.A. as a military, naval and air power, shall be the major prerequisite.

7. For realistic considerations of strategy and our invulnerability, it is imperative that the U.S.A. shall obtain relinquishment of controls of their possessions from all foreign Powers in the entire Western Hemisphere, it's surrounding waters and strategic island outposts as outlined on accompanying map.

8. For considerations of hemispheric defense and in the spirit and tradition of the new Monroe Doctrine of hemispheric solidarity and the "Good Neighbor" policy, the U.S.A. with the consent of the Latin-American Republics, shall obtain control and protectorate rights of the relinquished territories.

9. To strengthen our position in the Caribbean area which is of obvious importance to hemispheric defense, all possible inducements shall be offered to our neighbors of Central America and the West Indies to facilitate their entrance as equal states of the U.S.A. as outlined on map.

10. To fortify the politico-economic unity of the Western Hemisphere, the U.S.A. shall promote and assist the unification of South America into a well organized, democratic, federated "United States of South America."

11. The liberated British, French and Netherlands Guiana shall be reorganized as one state of the U.S.S.A.

12. All Powers shall relinquish their controls of their colonial, mandate and strategic island possessions everywhere in the world.

13. The British Commonwealth of Nations, the second military and naval Power of importance cooperating in a binding compact with the U.S.A. as a Power for freedom, shall retain and acquire control such territories, peace-security bases and strategic islands outposts essential for the maintenance of world peace and freedom as outlines on the map.

14. The U.S.S.R., the third military Power of importance cooperating with the U.S.A. as a Power for freedom and the maintenance of world peace, shall acquire control of the liberated, disorganized adjacent areas and those of Germany-Austria to be re-educated and eventually incorporated as equal republics of the U.S.S.R., as approximately outlined on map.

15. A world League of Nationalities with arbitration ans supervision powers shall be organized.

16. A World Court with punitive powers of absolute boy-cott, quarantine, blockade and occupation by international police, against lawbreakers of international morality shall be organized.

17. The U.S.A. with the close cooperation of the United States of South America, the British Commonwealth of Nations, the U.S.S.R. and the World League of Nationalities, shall promote and assist in the unification of the relinquished territories and the areas at present unsoundly divided into well organized democratic and absolutely demilitarized republics as approximately on the map.

18. The areas known as Netherlands, Belgium, Luxemburg, Switzerland, France, Spain, Portugal, the island of Corsica, and eventually Italy and the islands of Sardinia and Sicily shall be unified as a demilitarized, federated "United States of Europe."

19. The areas known as Sweden, Norway, Denmark and the Spitsbergen islands shall be unified as a demilitarized, federated "United States of Scandinavia."

20. The continent of Africa shall be reorganized and unified as a demilitarized, federated "Union of African Republics."

21. The areas of Saudi Arabia, Syria, Lebanon, Iraq, Hejas, Aden and Oman, shall be unified as a demilitarized union of "Arabian Federated Republics."

22. The areas known as India, including Afghanistan, Baluchistan, Nepal, Bhutan and Burma shall be unified as a demilitarized "federated Republics of India."


23. The areas known as China, Inner Mongolia, Tibet, Thailand, Malaya, Indo-China and Korea, shall be unified as a demilitarized, federated "United Republics of China."

24. The areas known as Greece, Macedonia, Albania, Crete, Dodecanese and adjacent islands in the Aegean sea shall be unified as a demilitarized "Federal Republic of Greece."

25. The areas known as Eire and Northern Ireland shall be unified as a demilitarized independent republic of "Eire."

26. The area of the Holy Land of the ancient Hebrews, at present known as Palestine and Trans-Jordan, and the adjacent requisite regions as outlined on map, for considerations of history and the imperative necessity to alleviate a post war refugee problem, shall be unified as a demilitarized republic of "hebrewland."

27. The area known as European Turkey, adjacent to the Dardanelles, sea of Marmora and Bosporus, for considerations of realistic peace strategy shall be placed under joint control of the U.S.S.R. and Turkey.

28. The area known as Turkey shall be a demilitarized independent republic of "Turkey."

29. All problems of exchange, transfer and repatriation of populations shall be administered by the World League of Nationalities.

30. The criminal perpetrators and their partners in guilt of this hideous war shall be brought to justice and unforgettable punishment administered.

31. All subjects of Japan and all persons of Japanese origin of doubtful loyalty shall be expelled from the entire Western Hemisphere, U.S.A. protectorates and strategic island outposts and their property confiscated for post-war reconstruction needs.

32. All subjects of Germany and Italy and all persons of German and Italian origin known as active supporters of Nazi and fascist ideologies shall be treated similarly.

33. German, Italian, Japanese immigration to the Western Hemisphere, its protectorates and island outposts shall be indefinitely stopped.

34. All persons of German origin in East Prussia and the Rhineland shall be transferred to inner Germany and the regions permanently de-Prussianized.

35. All persons of German, Italian and Japanese origin shall be permanently expelled from their now conquered territories and their property confiscated for post-war construction needs.

36. To cleanse the populations of the defeated Axis aggressors of the intoxication of military chauvinism; to effectuate the removal and destruction of their potential military establishments; to recover the accumulated loot and to re-educate them for their eventual membership in the Family of Nations, the areas of Germany-Austria, Italy and Japan shall be hermetically and indefinitely quarantined and administered by appointed Governors subject to supervision by the world League of Nationalities.

37. All resources, industrial and labor capacity of quarantined areas shall be employed for the post war restoration and reconstruction needs.

38. To reduce the numerical power of the aggressor nations, as a potential military advantage, a Population Control Policy shall be elaborated and applied in the quarantined area.

39. In the New World Moral Order which we seek to establish, besides the essential political freedoms, the following fundamental economic changes are imperative:

(a) Nationalization of all natural resources and equitable distribution of same to all nations...everywhere in the world;

(b) Nationalization of international banking, foreign investments, railroads and power plants....everywhere in the world;

(c) Nationalization of all armaments producing establishments by all military powers;

(d) Federal control of foreign commerce and shipping;

(e) The establishment of a world common monetary system;

(f) World wide limitations of interest rates to a maximum of two percent;

40. To retain the victory and leadership of our united democratic effort....the aim of which is not vengeance or exploitation, but freedom and security to all nations for peaceful progress....the unified "Supreme War Command of the United Nations" at the conclusion of the present war, shall be recognized and transformed into a permanent "Supreme Military and Economic Council" collaborating with the World League of Nationalities in post war construction and to enforce world peace.

41. The " Supreme Military and Economic Council" shall appoint the Governors to administer the quarantined areas until their eventual parole.

For this purposeful beginning we must fight until absolute victory.

Who exactly created this map? Owing to the fact that part of the manifesto advocates abolishing the IRS, I somehow doubt it was the New Dealers, utopianism aside.

Interesting to see how, even in 1942, they could think of the USSR as a partner in the spread of freedom (american way) in the world, and one who will accept without hesitating american military dominance. They needed te soviets to beat Hitler, but this is very naive at least.

It looks like the spawn of the "Amerio-Soviet World Socialist Empire" types that hovered around the left flank of the New Deal. However, some of the comments it makes about American domestic policy do sound very right-wing, so it doesn't seem like something they'd produce.

I quite agree Peter, but I thought it was an um...interesting projection forward of history from when it was written - particularly since it was before Pearl Harbour.

That's a good point...1984 was only written seven years later and the makers of this worldview had already accepted the Nazis' defeat, so there's not that much difference.

"United African Republics" looks great on the map, but is pretty stupid in practice; the guy also seems to belive that the rest of NA thinks the USA is super-duper great and would love to be part of their glorious republic! And that the nominal "ally", the UK, would give up all their overseas possesions in exchange for disease and revolt-laden indonesia!

Might as well colour the map red and and call it the Union of World Soviet Republics!
