More mayhem during the wars in the Netherlands/Belgium in the Elizabethan period might lead to more refugees settling in the Cape.

In the "Anglo-Saxon TL," a pan-Catholic effort to impose Catholic rule on the largely Northern Church Low Countries leads to a huge exodus to southern Africa, setting up a society with most of your qualifications (it's a LOT less racist, though).
