This was a dream... and hit a skyscraper casino which collapsed. Is there a skyscraper casino ? What sort of missile would have the relatively SMALL impact of a scud but the range of an ICBM, or would it just be an ICBM with a conventional warhead ?

As for sub-launched, the dream definitely had them coming from Europe's mainland

Firing of an ICBM could trigger MAD. Meaning it doesn't matter much if the first-launched ICBM has a conventional load or nuclear.

So, nobody will use ICBM's with a conventional warhead AFAIK.

IIRC the Chinese could be testing ICBMs for tactical use (against ships and taskforces) but they'll probably still use a nuclear warhead for that.
