An ASB, with an obscene amount of time on his hands, decides to mess up WW2. The following points are altered.

All nations now possess the weaponry, production capability, and number of soldiers of the modern day United States.
Nuclear, biological, and chemical weapons are unusable.
A copy of a modern history of WWII is supplied to the leaders of each country. They all believe automatically that the books are the truth.
In situations where one side outnumbers another by more than 30% and less than 60%, duplicate soldiers shall be provided to the outnumbered side. Note that this is only at the beginning of the battle; if an opponents numbers are quickly wiped out, they shall remain that way.
In the case of naval battles, the same idea applies, though change soldiers to ships.
All machines and products involved in the war no longer require oil. Those used in strictly civilian uses still do.
All military personnel, also including civilian partisans and spies, are granted immunity from all illnesses.
There are no permanent sides. The Axis and Allies do not exist, and all nations are working to destroy every other nation.
Finally, all sides are imbued with an iron will to fight. They will never surrender. To remove a player from the conflict, one must completely wipe out every man in their military. Following the death of the last official military man, the country is officially taken.

(Yes, I literally sat here and tried to think up more rules. I want this to be as thorough as possible. I'm bored, okay?)

What nation would, in the end, win?

Canada. Why?

No one ever comes to Canada.

China.
If all nations are equal in all other ways their manpower will eventually win out.

China.

Of course, that manpower can be canceled out by the troop-copying rule, unless China gets really sneaky. If they sent mass numbers of troops to invade Korea, provided the Koreas can field a force following the 30-60 rule, the Chinese lose their numerical advantage.

No one wins.
If everyone has an Iron will to never surrender, then no one can win unless you kill of the entire world. But since those countries didin't actually surrender, then fill in the blank country didin't actually win.

Either that or everybody kills everybody, in which case their would be no one to claim victory.

Who wins?

Peru. Maybe Costa Rica.

Under the scenario as designed everyone else gets pulverized.

1: In proportion to its size, or are all countries literally equal, with Sweden having the army and industry of the USSR?

2: Whose history, and how accurate is it? How detailed?

3: Define "strictly civilian use", please. In a total war economy, most everything is related to the war effort somehow.

4: Does this include POWs?

5: Are ideologies not a factor at all? IE, all countries are mutually genocidal Soviet Unions?

6: Then no one can win; no one would dare commit that much of its military required for total extermination to any one rival for fear of others ganging up on it. It's 1984.

In proportion to size. This is where the 30-60 rule comes into effect.

2: Whose history, and how accurate is it? How detailed?

Hmm...good point. Okay, then, make it simply a basic history. An examination of military maneuvers and such, not morality.

3: Define "strictly civilian use", please. In a total war economy, most everything is related to the war effort somehow.

There's a difference between driving down to the grocery store and a spy driving to a party to learn some information from an enemy officer.

4: Does this include POWs?

Yes

5: Are ideologies not a factor at all? IE, all countries are mutually genocidal Soviet Unions?

Not in the least. All nations destroy each other, that's the game.

6: Then no one can win; no one would dare commit that much of its military required for total extermination to any one rival for fear of others ganging up on it. It's 1984.

They're forced to.

Hence only eventually. A lot of battles will end up even sided but there will be some where their advantage is only slight. Its these battles that will decide wars.

Lichtenstein wins, having abolished its military in 1868, there's no "last military man" to kill, which means that they can never lose!
