We all know that some countries are stronger then others, but what if they were all ISOTed to be equal in strength?

For this example, what year would you need to ISOT the following countries from so that they are all equal in power:
USA, UK, France, Germany, Japan, Russia

or these ones

China, India, Japan

or these ones

USA, Canada

Lets use the last one as an example. I'd say that you'd have to ISOT the USA from around 1910 or earlier before you make it equal strength to Canada. Ideally what you want to do is have the weaker nation invade the stronger one and be able to stalemate it halfway though its border. IMHO you'd need to bring the USA back 100 years in order for Canada to be able to do this.

So, would this be military-wise, or does economical strength count also?

For example, while the current japanese military is small and pacifist, Japan does have the worlds 3rd largest economy. If that counts as well, I can imagine that we do not have to 'pull back' the surrounding nations as much as if only military strength was the key.

Still, it has to be before nuclear weapons, as smaller countries usually don't have them. Probably the 30's or even earlier.

For Canada to be an equal to the United States it would need to be larger, much larger, and nothing like OTL's Canada.

Although if it's just an economic equal I think that one could be possible. I think it currently is.

either, military or economy.

I'm hoping this turns into one of those run-on threads, that hopefully, ends with an entire mosaic ISOT world.
