This is clearly funny. I'm not sure if I should challange you to make it a official Soviet pamphlet, ask what if Bugs Bunny was a leading communist or something else. Discuss

Easy: Bugs Bunny is a popular symbol of the communist movement in the early 20th century. Sort of like other political symbols -- Uncle Sam or what have you.
He can be seen in comics and early animated shorts engaging in wacky behavior that, sometimes by accident, advances the proletarian cause. He was integral in organizing the Digger's Union and has many times engaged in direct action against members of the bourgeoisie, often exemplified by the capitalist Elmer Fudd, a symbol of capitalist excess (when does he work? He just hunts for sport all day -- not even for sustenance, otherwise, he would've moved on to a less hard-to-catch rabbit). Bugs is especially known for his use of disguises, not falling into a sexist trap by shying away from cross-dressing. He is also known for putting hard work and effort into his witty traps which he uses to capture the rich. He can be seen in large industrial cities, redistributing wealth that he has recaptured from the capitalist oppressors.
Eventually, he creates a vanguard party of professional revolutionaries consisting of himself, Daffy Duck (an anarchist, not a communist, hence the 'daffy' title, but also showing that anarchists are class allies -- also, this is why Daffy Duck is black), and Yosemite Sam (representative of the American Communist movement; see his red beard -- but also representing the armed nature of revolutionary communists).
Communist artists are on the record as saying they chose a bunny because it seems, at first, to be a harmless creature. However, through working with other animals (as represented by a large cast of characters in the comics and animations) even this harmless animal can prove himself an effective communist.

Roadrunner is another wealthy capitalist. Spending all that money on traps and such when if he was just hungry he could afford to by whatever he wanted.
Roadrunner is a crafty communist relying on his own skills to escape the capitalist.

The cartoons portray his unhealthy obsession with the unobtainable leads him to waste his money on the traps. It would be more rational for him to spend his money on food and leave the Roadrunner alone, but of course as a wealthy capitalist, he isn't rational. :D
(He must be independently wealthy, that's how he can afford to pay for all those traps.)

Independently wealth? Nay, he extorts it from the workers! No one is independently wealthy!
Anyway, you could probably work in something about how he's supported by the military-industrial complex. Perhaps a sort of weapons-tester.
Alternatively, you could comment on the idiocy of the free market's tendency to overproduce; hence the abundance of complicated traps but the lack of food. *Shrug.* I actually never watched Roadrunner cartoons that much as a kid, haha.

Bah, Wile E. Coyote is a Communist hero! He inspires the masses to constantly work towards the goal of foiling the Enemy Of The Proletariat, who can do nothing but run from the Long Arm of the Masses! Wile E. Coyote is an inspiration for all of us to never give up on the Revolution!

Sorry folks, Bugs Bunny in our TL was an Anarchist. Note the major Groucho Marx influence on his character. You'ld really have to change his character to make him a Marxist-Leninist.
