Why not use WWI as a starting point? Have the Swedes come in on the side of Germany, with an eye toward liberating or potentially claiming Finland from the Russians (perhaps have the Austrians not lose all of Galicia in fall 1914?), then have Norway be enticed/bribed into the war by the Allies in response. Denmark either sits it out or is forced into the war by Germany to secure the Kattegat, but still sees economic damage from the fighting between Norway and Sweden. By the end of the war, neither Norway or Sweden achieves much of anything except for a lot of dead Scandinavians and the destruction of border towns. Similar to the other European nations in OTL, you have a resurgence of nationalism in an attempt to fix the problems, except that this nationalism has a strong pan-Scandinavist component due to a public perception that outsiders had forced Scandinavians to fight each other. The end result is popular unification of Sweden and Norway in the 1930s, with Denmark following suit to avoid being swallowed up by Nazi Germany. Figure the government would be Franco or Mussolini-like rather than Hitlerian (fascist, not Nazi). Bring in Finland either in the aftermath of the Russian Civil War or as a result of the Winter War.

This sound workable? Any thoughts, or C&C?

I think he is refering to after 1905 when all three of Debmark, Sweden and Norway had their own royal house.

Btw, initially Finland was to be a constitutional monarchy. Frederick Charles of Hesse, a German prince, was elected King, putatively with the name Väinö I of Finland, with Pehr Evind Svinhufvud and General Mannerheim serving as Regents
