AHC: Write a Crossover Between Joe Steele and TL-191

I just thought of an alternate America with Joe Steele (Stalin) in the north and Jake Featherston (Hitler) in the south. I would like you to come up with a scenario for this.
 
Have Joe Steele be Al Smith's VP. Because this is Turtledove, the rest stays mostly the same minus the superbomb development, which was way too exaggerated in TL-191 and in the Steele-TL takes longer to develop.

Steele would not let Texas go independent, or allow Dewey to win the Presidency in 1944, he stays in power until his death a decade later.

There is a much higher chance that we actually end up with a US that looks much more Soviet Union-y in TTL. Although Steele was adamantly anti-communist in his novel, it is likely he goes socialist in TTL due to TL-191 politics.
 
It is easy. Have the Democrats beat Hosea Blackford, the Republicans finally collapse, and the Democrats pull off a narrow victory (maybe a 2000 style win in the Electoral College). Then the Democrats are the ones who get blamed for everything that happens next.

The Socialists get Joe Steele (or better yet someone else whose like him) as their candidate - the Depression pushes them leftward.

Then they win in 1933 and pass all the socialist legislation HT has the Democrats doing but instead happily. The Supreme Court policies are easily explained by the Court's continued dominance by Democrats who foiled every progressive policy that Sinclair managed to get through Congress. The authoritarianism has been creeping into America for decades, so under the Socialists it seems just a natural progression. The GBI is needed to deal with the very real domestic terrorist threat.

Foreign policy is much the same as the President is mostly focused on internal affairs and distrusts the Army so he doesn't energetically prosecute the war with Japan and is willing to make concessions to the CSA if it shall buy peace in our time.
