Could the US Constution have effectively become parliamentary
Could a President end up being largely ceremonial with the true heads of department being key committee chairs in the House, with the Speaker, like a Prime Minister needing the confidence of the House.
I noticed the Franklin for president thread. Assume some time between the ratifiation and the election Washington had died. Franklin might have seemed a good choice but plainly he would have struggled to be an active chief executive? |

Have you read any of the books in L.E. Modesitt Jr's 'Ghost' series? Admittedly they fall under ASB rather than 'Pre-1900' (or 'Post-1900') because of the whole souls/ghosts aspect, and we don't get told all of the TL's history so we don't actually see how the situation was established in the first place, but that's more-or-less how 'Columbian' politics work there.
