Could the US Constution have effectively become parliamentary

Could a President end up being largely ceremonial with the true heads of department being key committee chairs in the House, with the Speaker, like a Prime Minister needing the confidence of the House.

I noticed the Franklin for president thread. Assume some time between the ratifiation and the election Washington had died.

Franklin might have seemed a good choice but plainly he would have struggled to be an active chief executive?

Have you read any of the books in L.E. Modesitt Jr's 'Ghost' series? Admittedly they fall under ASB rather than 'Pre-1900' (or 'Post-1900') because of the whole souls/ghosts aspect, and we don't get told all of the TL's history so we don't actually see how the situation was established in the first place, but that's more-or-less how 'Columbian' politics work there.
